Fuel retail operations: a practical review framework

Start with the decision

Write down what the review must resolve: an unexplained stock difference, recurring equipment downtime, unclear handover responsibilities or an investment request. Keep these questions separate. A stock reconciliation is not, by itself, proof of a leak or proof that a detection system is functioning.

Build a consistent evidence record

Collect the tank identifiers, delivery records, sales totals, measurement timestamps and existing maintenance records for the same period. Note where units, clocks or reporting boundaries differ. Preserve the original values alongside any adjustments so the investigation can be reproduced.

Map the escalation route

Assign an owner to each exception and document who can inspect equipment, approve adjustments and close an incident. Follow applicable local requirements and equipment procedures for suspected releases. Make the investment brief testable

Describe the observed problem, its records, the proposed intervention and the evidence needed to judge whether it helped. Separate measured downtime or product loss from projected savings. Ask suppliers to demonstrate how a system exports records and handles missing measurements. Compare equivalent reporting periods and retain unresolved exceptions.
